Ya I 100% agree that, functional organisation provides an easy path for all employees and workers to move towards progress and makes them capable for facing next level activities.

If an organization is already running, albeit poorly, the “experts” vary on what is best. Some think that the place might need to be burned to the ground and rebuilt from scratch, employees and all, depending upon how poorly. If things are running effectively, and the company is profitable, the case for Kaizen is pretty easily made — keep things running, and tune the bicycle as you are driving it. As is typical for consultants, the right answer is “it depends”. And you can never predict what’s going to happen, only react quickly to what ends up happening. Better to make one of these decisions and move toward progress than to make no decision and submit to entropy.

If a company already has a set structure, would it be more effective to change it if the company isn’t that productive, or better to leave it as it is and try making incremental improvements upon something that already works, just not that well?

Each organization is different — it depends upon the culture, the team, and the type of work. There is not one “best” organizational structure.

Yes I agree with you,
Organization management structures, the functional organizational structure these are common goals – but the functional model is structured hierarchically with a strong concept of subordination. I have gone through your blog its very useful for organization management and I think as well as the Project Management Course it would be the better way for Organization management.
