		<description>If an organization is already running, albeit poorly, the "experts" vary on what is best.  Some think that the place might need to be burned to the ground and rebuilt from scratch, employees and all, depending upon how poorly.  If things are running effectively, and the company is profitable, the case for &lt;a href="http://Kaizen.us" rel="nofollow"&gt;Kaizen&lt;/a&gt; is pretty easily made -- keep things running, and tune the bicycle as you are driving it.  As is typical for consultants, the right answer is "it depends".  And you can never predict what's going to happen, only react quickly to what ends up happening.  Better to make one of these decisions and move toward progress than to make no decision and submit to entropy.</description>

A still better approach is to use a project or program based organization.  In this organization the PM performs the HR function and their are no functional managers. The functional managers are replaced with centers of excellence that generate standards and promote best practices.  Dispite common belief, in a project based organization, employees are more fully utilized because they tend to cross train and find additional ways to contribute.  Further, they only have one master.</description>

We have just taken on a second operating location and my boss set up a separate project office with a manager who does not report to me. They have taken two of my team on secondment and are recruiting two more PM's who they want to report into their project office manager with a dotted line to me. They say this is a matrix structure but I find it unworkable. I would welcome your thoughts as it is driving me mad</description>
